Noon Educational Foundation Oxford Scholarships 2011 for Pakistani Students – UK

Introduction:
The Noon Educational Foundation was established in 1992 by Lady Viqarunnissa Noon to support scholars from Pakistan to study at leading universities in the United Kingdom. The scholarships at Oxford are funded by the Foundation, the University and a number of generous partners.
Am I eligible?
Applicants should be citizens of Pakistan and be resident in Pakistan. Candidates who have previously studied outside of Pakistan will not normally be considered. Applicants must be planning to return to Pakistan after completing their studies.
Awards are made based on the following key criteria:
Academic merit Financial need The potential social contribution made by the applicant on their return to PakistanApplicants must be applying to start a course of study at the University.
What does it cover?
The size and duration of awards vary according to each scholar’s circumstances. In recent years these have ranged from partial awards (e.g. £3000) to fully funded scholarships (all fees and living costs).
How do I apply?
Graduates: Apply at the same time as you apply to Oxford by selecting Noon Educational Foundation in the Funding Section of the University’s Graduate Application Form. Now in its third year, PFL will be awarding a minimum of £30,000.
These scholarships are available to ALL students who apply through PFL to UK institutions.
To be eligible for the scholarships, students must be a Pakistan citizen or permanent resident alien and be enrolled in a UK college or university program before September 1, 2011. No essay is required. Scholarship winners will be chosen at random in a draw to be held in the last week of August 2011 in Lahore. The deadline to apply for the scholarship is 01 August 2011.

How the Scholarship Draw Will Work
Formation of selection committees/panel members
Each region (North, South and Central Pakistan) will forward a list of panel members to PFL Head office in Pakistan. The list of the selection committees will be screened at our head office and the final list approved.

Initial screening
First stage screening will be completed by Area Managers/Office Managers in accordance with the formula devised by panel members. A list of students will then be compiled and forwarded to the selection committees.

Second (and final) stage screening
A second screening will then be completed by the selection committees.

Invitation to shortlisted students
All students who fall in the final screening will be informed, through an official letter, to participate in the Scholarship ceremony. Student parents, their current or past academic intuitions, respective school/universities student counsellors will also be invited to attend.

Final ceremony is held for scholarship awards
Transfer of scholarship amount to respective PFL scholarship winners’ universities against their tuition fee
After the winners are announced and letters of congratulations have been forwarded, the scholarship winners will be asked to send PFL confirmation, through email, that they have formally joined their respective universities, and will be requested to send another e-mail at the start of their spring term. Once PFL have received both e-mails, the PFL Regional Director will request the scholarship amounts be forwarded to the respective universities finance departments.

Objective

Scope of Foreign Scholarship Program

Approach

Eligibility Criteria
Following is the eligibility criteria for PEEF Foreign Scholarships:
  1. Valid offer of Admission for Master Level Studies in the top ranking universities of the world
  2. Admission in preferred subjects area
  3. At least 60% marks throughout the academic career
  4. The applicant must have Punjab domicile
  5. Maximum age of the applicant should not be more than 26 years at the time of application
  6. Bachelors degree from HEC recognized university
  7. Students should not have availed any Foreign Scholarship in the past
Duration of Scholarship
The Scholarships are provided for the complete degree program up to the maximum of two year, subject to the maintenance of satisfactory academic performance. The performance reports will be submitted through the concerned universities
Interview & Initial Selection
The Foreign Scholarship Committee (FSC), has been constituted to shortlist and recommend the candidates for the award of scholarships.
Outcome of applications
All the applicants are informed through official letter regarding the outcome of their applications.
Scholarship Coverage:
The PEEF Foreign Scholarships are fully funded scholarship and cover the following:
  • Tuition fees of the Degree Course
  • Boarding & Lodging Expenses
  • Air Fare
Visa
It is the responsibility if the award holder to apply and satisfy the requirements for issuance of an entry visa of the host country. The offer of award of scholarship is conditional with the issuance of a valid visa. Any cost associated while processing of the visa is the sole responsibility of the applicant.
Monitoring Of the Scholarship Holders:
PEEF Requires all scholars to submit the quarterly/six monthly/semester wise progress reports on his/her assigned program through the academic supervisor. The academic supervisor will also provide the recommendation for the continuation of the scholarship. Note: If the student fails to pass the degree course for which he / she was awarded scholarship, the case will be presented to the Foreign Scholarship Committee. And the committee will look into the matter and the decision will be communicated to the scholarship holder. The decision of the FSC cannot be challenged in any court of law.
Award Suspension and Termination
PEEF reserve the right to cancel the scholarship and recover the cost incurred if the scholars does not abide by the instruction mentioned below:
  1. The scholar shall not change the specified course of studies nor register himself/herself for any other course or program without prior approval of the PEEF.
  2. The scholar shall not take interruption or extend the specified period of studies without prior approval of the PEEF.
  3. The scholar shall refrain from engaging himself/herself in any political, commercial or any other activity incompatible with his/her program of studies abroad.
  4. All visits outside the country of study for academic or other reasons will require prior approval of PEEF.
  5. In case the scholar fails to qualify the course for which he/she was awarded Scholarship, the PEEF reserves the right to recover entire expenditure inclusive of traveThe scholar shall not incur any debts during his/her stay abroad and will clear all outstanding bills before leaving the country of study/research.
  6. The country of study/research.
  7. The scholar shall regularly submit the quarterly / six monthly/semester wise progress reports on his/her assigned Program through the academic supervisor to the International Office PEEF and a final comprehensive report immediately on completion of the study/ research.
  8. The scholar is liable to disqualification from foreign scholarship or such other as PEEF may consider appropriate, if:
    1. Violates any of the foregoing conditions, or
    2. Found to have made any misstatement therein before.
    3. Indulged in any political/disciplinary/unlawful activities/misconduct
Conditions and limitations
The conditions and limitations outlined below apply to all Award Holders:
  1. The PEEF foreign scholarship cannot be deferred or transferred.
  2. The Award is conditional upon Award Holders meeting any conditions that are outlined in the Award Offer letter sent to successful applicants prior to commencement.
  3. Award Holders must commence their Award in the same year.
  4. There are limitations on field of study for PEEF Foreign Scholarship. Students have to take admission in the mentioned priority subject areas(detail of priority subject areas is attached)
  5. Award holder must undertake the program outlined in their application unless otherwise approved by the PEEF International Office.
  6. Award holders are expected to reside in their host country thorough the award duration unless otherwise approved by the PEEF International Office.
  7. Award holders must comply with the local laws of the host country.
  8. Award holders are expected to return to their home country at the completion of their programs

HEC Pakistan aims to promote the position of the deserving students by providing access to quality education through needs-based scholarships. Govt. of Pakistan knows the financial problems of students from acquiring higher education & has thus allocated funds for the improvement of education sector.

Applications are invited from outstanding Pakistani/AJK nationals for the award of scholarships for MPhil/MS leading to PhD or PhD. The scholarships will be awarded for fall 2011 and spring 2012 session in HEC identified discipline wise world top ranked Universities of the USA, UK, Canada, Australia, Japan, Singapore etc.
